Nigerian whistleblower investigated for alleged corruption

By Reuters

A Nigerian legislator who uncovered a $6.8 billion scam in state fuel subsidy payments has been suspended while police investigate claims he demanded a bribe from a fuel trader, in exchange for keeping him off the list.

Farouk Lawan's parliamentary probe blew the whistle on one of the biggest corruption scandals in Nigeria's history in April, revealing a web of collusion between oil ministry officials and fuel marketers to claim subsidy payments for billions of gallons of fuel that was never delivered.

But allegations that he demanded - and took some of - a $3 million bribe from one of Nigeria's richest oil tycoons Femi Otedola to scrub his name off the list have cast doubt on the whole report.

"The house should suspend Farouk Lawan as the chairman of the ad-hoc committee on the monitoring of the utilization of the fuel subsidy pending the investigation of the bribery allegation against him," the resolution said.

Lawan was still being questioned by police on Friday and unavailable for comment.

The national press this week quoted Otedola as saying Lawan approached him for a bribe, some of which he paid but secretly filmed it so he could expose Lawan.

When voting on the report, parliament inexplicably voted to remove Zenon from the list of fuel companies abusing the subsidy - the report initially estimated that Zenon owed at least $1.4 million to the government for fraudulent subsidy payments.

The house also resolved on Friday to put Zenon back on the list in the report.

It is not clear if the allegation is a smear campaign, a frequent tactic in Nigerian politics.

Lawan had called for the board of the state oil firm to resign, including including its head, Oil Minister Diezani Alison-Madueke, and the firm's chief executive Austen Oniwon -- two of the most powerful people in Nigeria that few would dare take on.

Parliament's speaker Aminu Tambuwal defended the probe into fuel subsidy abuses.

"We reject in totality the insinuations that the allegation has eroded the integrity of the outcome of our investigation into the management of fuel subsidy," he said.

"We have not been compromised ... in our stand against corruption."

Obama: 'Election presents a choice' on the economy

President Barack Obama (Tony Dejak/AP)

Speaking to skeptical voters nationwide from the pivotal battleground of Ohio, President Barack Obama defiantly defended his record on the economy Thursday and painted Mitt Romney as the standard-bearer for those who would bring back George W. Bush's policies.

"I want to speak to everybody who is watching who may not be a supporter, may be undecided, or thinking about voting the other way," Obama said. "If you want to give the policies of the last decade another try, then you should vote for Mr Romney."

That line drew a chorus of boos from a rowdy crowd of about 1,500 people assembled to hear Obama try to reframe what some Democrats have described as his wobbly election message.

Romney, speaking to supporters at an aluminum plant in Cincinnati moments before Obama's remarks, offered his own version of the choice voters face on November 6.

"If you think things are going swimmingly, if you think the president's right when he said the private sector is doing fine, well, then he's the guy to vote for," he said.

Obama opened his remarks with a direct reference to his much-mocked claim last Friday that the "private sector is doing fine" compared to cash-strapped state and local governments. Republicans including Mitt Romney have seized on that comment to suggest the president is out of touch.

"So, Ohio, over the next five months, this election will take many twists and many turns, polls will go up and polls will go down, there will be no shortage of gaffes and controversies that keep both campaigns busy and give the press something to write about," he said.

"You may have heard I recently made my own unique contribution to that process. It wasn't the first time. It won't be the last," the president said in the verbal equivalent of a dismissive shrug.

"Of course the economy isn't where it needs to be. Of course we have a lot more work to do. Everybody knows that," Obama said from behind a lectern emblazoned with his campaign slogan, "Forward," in front of eight American flags.

Aides had suggested president's 53-minute speech from Cuyahoga Community College in Cleveland would serve to recast the debate between him and Romney on the sour economy, the top issue on voters' minds. The remarks at times seemed like a blend of the soaring oratory that carried the Democrat to his historic victory in 2008 with the ponderous, laundry-list politics of unsuccessful "State of the Union" addresses.Obama worked to cast November 6th as "a choice between two fundamentally different visions" about the best path out of the rubble left by the 2007-2008 global economic meltdown ? not a referendum on an embattled incumbent at a time of 8.2 percent unemployment.

"The economic vision of Mr. Romney and his allies in Congress was tested just a few years ago," Obama said. "We tried this. Their policies did not grow the economy. They did not grow the middle class. They did not reduce our debt."

"Why would we think that they would work better this time?" said the president, who has used variations on that theme in scores of campaign events all over the country over the past few months.

"We can't afford to jeopardize our future by repeating the mistakes of the past. Not now. Not when there's so much at stake," he said.

"He's going to be a person of eloquence as he describes his plans for making the economy better," Romney said in his preemptive rhetorical strike. "But don't forget, he's been president for three-and-a-half years. And talk is cheap. Action speaks very loud."

"Our economy started growing again six months after I took office and it has continued to grow for the last three years," Obama said.

The president also pleaded for patience -- "not only are we digging out of a hole that is 9 million jobs deep, we're digging out from an entire decade" ? and blamed Republicans in Congress for stalling his efforts to revive the economy.

"What's holding us back is a stalemate in Washington between two fundamentally different views of which direction America should take," he said. "And this election is your chance to break that stalemate."

"If they win the election their agenda will be simple and straightforward; they have spelled it out. They promise to roll back regulations on banks and polluters, on insurance companies and oil companies. They'll roll back regulations designed to protect consumers and workers" while cutting taxes on the very wealthy," Obama said.

The president said he would boost investments in education, scientific research, and refurbishing the country's crumbling infrastructure.

Before Obama left Washington, the Department of Labor released official data showing that weekly unemployment benefit applications rose 6,000 to a seasonally adjusted 386,000?the latest sign of anemic hiring and sluggish growth.

And the Gallup polling organization released a survey showing that more than two-thirds of Americans?including half of Republicans?still pin the country's economic ills on former President George W. Bush.

What one might call the blame gap has narrowed considerably: When Gallup first asked Americans in July 2009 whom they faulted for the poor economy, 80 percent laid a great deal or a moderate amount of blame on Bush, and only 32 percent held Obama responsible.

The current numbers show 68 percent of the public blames the former president while 52 percent say Obama deserves the criticism. (The numbers total more than 100 percent because the question was not "which one do you blame more," but how much blame each president deserves individually.)

And on Wednesday, an ABC News/ Washington Post poll showed that only 38 percent of independent swing voters viewed Obama's economic plans favorably, with a majority (54 percent) disapproving. But independent voters judge Romney's economic ideas just as harshly: 47 percent gave his economic approach an unfavorable rating, with just 35 percent finding it favorable.

The Democratic president has crisscrossed the country in recent months pleading for patience from voters still struggling in the anemic recovery and grappling with a stubbornly high unemployment rate above 8 percent. In his speeches, Obama makes a point of charging Bush and Republicans in general with the 2007-2008 meltdown and warns that Mitt Romney's economic program resembles the Bush approach "on steroids."

Among independents, who often play a role in deciding elections, 51 percent assign Obama a great deal or a moderate amount of blame, while 47 percent say he deserves not much or no blame at all. Meanwhile, 67 percent of independents say Bush bears a great deal or a moderate amount of the fault. Only 32 percent exonerate him in whole or in part.

After the speech, Obama headed to New York to make a "Flag Day" pilgrimage to Ground Zero and attend a pair of fundraisers aimed at scooping up $4.5 million for his campaign. One of the events will be hosted by actress Sarah Jessica Parker and Vogue editor Anna Wintour. Fifty guests there are due to pay $40,000 each.

"Running for president is an expensive proposition," White House press secretary Jay Carney told reporters aboard Air Force One.

Penguin sex upset polar explorer

Accounts of unusual sexual activities among penguins, observed a century ago by a member of Captain Scott's polar team, are finally being made public.

Details, including "sexual coercion", recorded by Dr George Murray Levick were considered so shocking that they were removed from official accounts.

However, scientists now understand the biological reasons behind the acts that Dr Levick considered "depraved".

The Natural History Museum has published his unedited papers.

Dr Levick, an avid biologist, was the medical officer on Captain Scott's ill-fated Terra Nova expedition to the South Pole in 1910. He was a pioneer in the study of penguins and was the first person to stay for an entire breeding season with a colony on Cape Adare.

He recorded many details of the lives of adelie penguins, but some of their activities were just too much for the Edwardian sensibilities of the good doctor.

He was shocked by what he described as the "depraved" sexual acts of "hooligan" males who were mating with dead females. So distressed was he that he recorded the "perverted" activities in Greek in his notebook.

Graphic account

On his return to Britain, Dr Levick attempted to publish a paper entitled "the natural history of the adelie penguin", but according to Douglas Russell, curator of eggs and nests at the Natural History Museum, it was too much for the times.

"He submitted this extraordinary and graphic account of sexual behaviour of the adelie penguins, which the academic world of the post-Edwardian era found a little too difficult to publish," Mr Russell said.

The sexual behaviour section was not included in the official paper, but the then keeper of zoology at the museum, Sidney Harmer, decided that 100 copies of the graphic account should be circulated to a select group of scientists.

Mr Russell said they simply did not have the scientific knowledge at that time to explain Dr Levick's accounts of what he termed necrophilia.

"What is happening there is not in any way analogous to necrophilia in the human context," Mr Russell said. "It is the males seeing the positioning that is causing them to have a sexual reaction.

"They are not distinguishing between live females who are awaiting congress in the colony, and dead penguins from the previous year which just happen to be in the same position."

Sexual coercion

Only two of the original 100 copies of Dr Levick's account survive. Mr Russell and colleagues have now published a re-interpretation of Dr Levick's findings in the journal Polar Record.

Mr Russell described how he had discovered one of the copies by accident.

"I just happened to be going through the file on George Murray Levick when I shifted some papers and found underneath them this extraordinary paper which was headed 'the sexual habits of the adelie penguin, not for publication' in large black type.

"It's just full of accounts of sexual coercion, sexual and physical abuse of chicks, non-procreative sex, and finishes with an account of what he considers homosexual behaviour, and it was fascinating."

The report and Dr Levick's handwritten notes are now on display at the Natural History Museum for the first time. Mr Russell believes they show a man who struggled to understand penguins as they really are.

"He's just completely shocked. He, to a certain extent, falls into the same trap as an awful lot of people in seeing penguins as bipedal birds and seeing them as little people. They're not. They are birds and should be interpreted as such."

96% The Kid with a Bike

All Critics (106) | Top Critics (26) | Fresh (102) | Rotten (4)

The film should be required viewing for everyone who has lost faith in the power of random acts of kindness.

"The Kid With a Bike" vibrates with desperation, frustration and the simple unfairness of life, leavened with glimpses of hope.

Cyril is one of the most inspiringly resilient, self-aware young characters to arrive on-screen in recent memory...

"The Kid With A Bike'' is, remarkably, about hope - about the connections people forge when the ones they've been given desert them.

The Dardennes' quiet, naturalistic style strips this story of melodrama but not of emotion.

Without diminishing the boy's intensity or making him in any way ingratiating, the Dardennes take us into his mind, and we begin to appreciate not only his predicament but his resiliency.

A frank, no-nonsense drama filled with compassion for a lost soul kid abandoned by his father.

...a deeply humane movie that deserves to be compared with one of its obvious inspirations, Vittorio De Sica's neo-realist classic Bicycle Thieves

A moving, sweet and at times harrowing tale...

De France does a terrific job of balancing maternal instinct with matter-of-factness, in a performance that is more human than tender - and all the more powerful for it.

Unlike many films, it genuinely earns every feeling it evokes.

a complex interweaving of bitter reality and a deeply humane worldview that sees the possibility of redemption in even the cruelest of circumstances

A beautiful and stirring story of unconditional compassion, of emotional honesty, and -- above all -- of hope.

The Dardennes' style resists cheap sentimentality, yet in The Kid with a Bike it yields a deeply moving examination of love as a shield.

Dardenne brothers set an orphan in search of a father

Will bad breaks break a boy?

How the Dardennes, time and again, turn gritty, mundane subjects into transcendent moments of honesty and truth is one of the great cinematic wonders.

This is a film that's not always easy to watch, but just about impossible to forget.

It is crystal clear on at least one point: People are mysterious and beautiful, and they need each other.

Jean-Pierre and Luc Dardenne offer another in their remarkable succession of contemporary neo-realist dramas in this quietly devastating but gently hopeful [film].

[It] gives obvious homage to a variety of films. ... But one inspiration shines throughout the movie ... The Red Balloon.

...the film delivers a final act as riveting as it is artistically satisfying. Not many films can claim a perfect ending. This one can.

...manages to balance a spiritual sense of grace with the earthy eye of a here-and-now realist.

Apple To Cough Up $2.2M Over Misleading Australian iPad 4G Ads

Screen shot 2012-06-08 at 10.41.24 AMHere in the States, we're usually fine with faux-G being called 4G. T-Mobile does it with its HSPA+ service, and AT&T called it's HSPA+ 4G for a long time too before it rolled out LTE. But I guess people are more picky down under, where the Australian Competition and Consumer Commission had accused Apple of misleading the public with its iPad ads touting 4G service. According to The Australian, the company has now agreed to pay approximately $2.21 million to make amends, despite the fact that Apple had already agreed to refund customers who thought they would get 4G LTE service with the new iPad.

PRINCIPLE #3 OF THE 21 QUESTION BUSINESS PLAN by Bob Voss

Friday, June 8, 2012 | by

The third founding principle behind the 21 Question Business plan? is that you must SPEAK the answers to the questions.? In other words, after you have created the highlights or narrative for your answers, you must then speak the answers out loud!? Speaking an answer out loud is important for two reasons.

The first reason you must speak your answers out loud is that whatever you speak out loud gets inside of you.? The answers you give to others about your business must be presented with 100% confidence and 100% belief in order for them to be believed and trusted by others.? Just writing an answer does not do this.? Speaking out loud allows you to add emotions and feelings to your answers.? People intuitively know when they hear an answer to a question if the answer is true or just a bunch of BS!? When you are creating your 21 Question Business Plan?, after a question has been answered with highlights or narrative, say the answer out loud.? How did the answer sound?? Did you answer the question?? Do you believe in your answers?? Make sure you have confidence in your answers, and then make sure when you say the answer out loud that the confidence shows with emotions and feelings.?

The second reason you must speak your answers out loud is that it will make you a much better writer.? Many people who are good writers, pause many times as they are writing to speak out loud what they have written.? As a teacher I require students to write assignments and many times I have them read the assignments to the class.? Often the student starts reading and stops because what they wrote just doesn?t sound right, or in some cases makes no sense at all!? After the initial embarrassment I use them as an example for promoting reading something out loud, before you have to read it to a class.? Usually this happens only once per class and then the students have no more problems reading what they wrote.? I became a much better writer and blogger when I started speaking out loud what I had written.? One other benefit of reading out loud is that it allows you to find misspellings or grammar errors in your writing.? It seems like every time I speak something out loud that I have written I find errors that I didn?t find when I just read it with my eyes.

Nadal, Sharapova make it look easy in Paris

PARIS (AP) ? Maria Sharapova is trying to break through at Roland Garros, while Rafael Nadal wants to make history there.

Neither of the players ran into much resistance in their quarterfinal matches Wednesday ? and now both are two wins from finishing the job.

For Nadal, it would be a record-setting seventh French Open title, eclipsing the mark he shares with Bjorn Borg. Nadal, the second-seeded Spaniard, still hasn't lost a set in this year's tournament, after a 7-6 (4), 6-2, 6-3 victory over No. 12 seed Nicolas Almagro in which he saved all four break points against him and improved to 50-1 lifetime on the red clay in Paris.

"I think I played one of the best matches I can play against Rafa," said Almagro, who fell to 0-8 against his fellow Spaniard. "But he's the No. 1 of the world in this surface."

Sharapova improved to 16-1 this year on clay, yet despite her recent dominance on the sport's slowest surface, the French Open is the only major tournament she has yet to win. No. 23 Kaia Kanepi was barely a speed bump on Sharapova's road to completing the career Grand Slam. The second-seeded Russian defeated Kanepi 6-2, 6-3 and will play No. 4 Petra Kvitova in Thursday's semifinals.

Kvitova defeated 142nd-ranked qualifier Yaroslava Shvedova 3-6, 6-2, 6-4. Kvitova and Sharapova will meet for the third time in the last four majors. Kvitova won their Wimbledon final; Sharapova won their Australian Open semifinal.

"When she's confident, when she's hitting the ball, she's quite dangerous, so obviously it's going to be another level," Sharapova said.

The other women's semifinal pits No. 6 Samantha Stosur against No. 21 Sara Errani. The Italian, who reached her first Grand Slam semifinal, has had more success as a doubles player before excelling in singles this week. She and her doubles partner, Roberta Vinci, won their semifinal match Wednesday and will play for the title.

Her quest to play in the singles final goes through Stosur, the U.S. Open champion, whom Errani hasn't beaten in five tries. The last was a 6-3, 7-5 loss on clay in Rome.

"She's an amazing player, of course," Errani said. "She's very strong. If I'm here, it's because I'm playing good, so I want just to think about that and think to fight and make my best."

The men get a day off. On Friday, Nadal will face No. 6 seed David Ferrer, who defeated No. 4 seed Andy Murray 6-4, 6-7 (3), 6-3, 6-2 to advance to his first French Open semifinal.

Ferrer's last Grand Slam semifinal was at the 2011 Australian Open, after beating Nadal in the quarterfinals. Since that match, however, Nadal has topped Ferrer four straight times, all on clay.

"I will try and play a beautiful match, my best tennis," Ferrer said. "I have great ambitions, and I'm quite certain this is going to be a very physical match."

While Ferrer tries to find an answer for Nadal, Murray heads back to Britain with questions about a back problem that's been bothering him this season. He said it was the clay ? his worst surface ? that bothered him against Ferrer, and not the back, but he was noncommital about his upcoming plans, including whether he was a sure thing to play at Queens, the big tuneup before Wimbledon.

"I'll do what's best for my preparation for Wimbledon, back or not," Murray said. "I need to get some good physical work done. That's going to be important. ... I mean, it's not a disaster if I can't play a tournament beforehand."

While Murray goes home, all three of the top men remain. In one of Friday's semifinals, No. 3 Roger Federer will face No. 1 Novak Djokovic, with Federer in search of his 17th major title and Djokovic trying to become the first man to win four consecutive major titles since Rod Laver did it 43 years ago.

Nadal is also looking to leave his mark.

Against Almagro, he faced his toughest test so far of this tournament, though that isn't saying much.

He needed 62 minutes to finish the first set, as Almagro pounded groundstrokes right back at Nadal, matching him game for game.

Almagro was up 5-4 and 30-15, but Nadal took the next three points, including a pair of 118 mph service winners.

They went to a tiebreaker, where Nadal pulled ahead 5-1, before dropping three points in a row. But Nadal answered with a cross-court backhand that forced an error and a service winner on set point that brought a yell of "Come On!"

This is what counts for drama in a Nadal match so far. Ferrer's goal on Friday is to create a little more uncertainty.

"It will be tough against him," Ferrer said, "because he's the best player on clay in history."

Krazy Book Lady: Traditional vs. Self Publishing: Why I Chose to ...

Why I Chose to Fight the Odds

by Ryan Graudin

These days in the writing world, there seems to be a growing rift in opinions regarding traditional publishing vs self-publishing. Why go through the endless hoops of rejection and blind-luck that accompanies the world of traditional publishing when you can control every aspect of your book and make it widely available to the public on your own?

When you look at the statistics, it?s easy to see why so many writers choose the path of self-publishing. Frankly speaking, landing a contract with a traditional publishing house is hard. This article by Michelle White dives into more details about the numbers, but it seems the odds of landing a single agent and securing a book contract is around .0001%. No matter how you look at it, those numbers are daunting and heart-wrenching.

So, as a writer, why did I choose to fight those odds?

I?ve been on both sides of the publishing spectrum. I was 17 when I self-published my first novel. It was my senior thesis for my creative writing major (I went to an arts high school), a 250-page fantasy novel entitled Shadows Fall. As a part of the course requirements, I had to self-publish the novel. This was 2005, mind you, and self-publishing was still a relatively new concept. In the end I sold close to 300 copies to my very eager family and friends.

Fast forward eight years and I?m now fortunate enough to be a part-time writer with a two-book contract with HarperTeen. Those eight years were filled with a lot of writing, re-writing, rejection and tears (I would say sweat and blood, but unfortunately typing only burns so many calories). I faced a lot of fears and set-backs, but I never really considered going back to self-publishing.

Honestly, I?m glad I didn?t. Despite the odds, traditional publishing provides one thing self-publishing doesn?t: accountability. My agent and my editor have made me write and rewrite and tweak my manuscript in ways I would never think of on my own. What I would?ve considered publishable on my own was actually only a third or fourth draft out of ten. Traditional publishing has pushed my work to be the best it can be before it faces the world.

This isn?t to say there aren?t self-published books of literary merit, or that all traditionally published books are masterpieces, but after going through both processes I?ve begun to appreciate the sieve that traditional publishing provides. As a reader, I?m much more likely to choose a book that?s first been plucked from the slush by an agent and an editor. As a writer, it?s invaluable to have a team of professionals guiding me through the process of sharing my stories with the world. They have insights and ideas and resources that are far beyond my scope. For me, it was worth fighting the odds and taking that risk to give my book the chance to be the best it can possibly be.

What about you guys? For the writers among you, what method of publishing have you chosen to pursue and why? As readers, do you hold any bias for or against a book based on its publishing process?

Foursquare now suggests your next check-in

16 hrs.

Foursquare is getting a snazzy redesign.?On Thursday, brand-new versions of the location-based social networking service's apps are being released for Android and iPhone (and a new BlackBerry app will follow in a couple of weeks).

What's changing? Well ... a lot. The app's basically been torn apart and rebuilt from the ground up. It no longer simply helps you share your location, but now actually guides you to new places.

The app now has three main tabs?? "Friends," "Explore"?and one dedicated to your profile.

The Friends tab will let you see photos, tips, lists?and places your friends have saved. It's basically a news feed where you can easily "like" items or leave comments on activity.

The Explore tab is the best part?? it helps you figure out where to go by analyzing your activity, your friends' activity, and your current location. Here you'll find suggestions about locations you might like based on what you seem to enjoy, whether you are at your regular stomping grounds or in a totally new city. The recommendations you find in the Explore tab are tailored specifically to you and they'll get better and better the more you use Foursquare.

If you are in the mood for something specific, you can also enter search terms into the Explore tab. The results you get will still be tailored to you and personalized based on where you, your friends or people with similar tastes have previously?checked in.

The redesigned profile tab will make it even simpler to browse through your own check in history, look up your favorite places?and so on.?

Oh, and as a bonus: The button you'll tap to check into a location has been moved to a better location. It's now on the top right, closer to your thumb.

Want more tech news, silly puns, or amusing links? You'll get plenty of all three if you keep up with Rosa Golijan, the writer of this post, by following her on?Twitter, subscribing to her?Facebook?posts,?or circling her?on?Google+.

Nuance Dragon ID secures phones, tablets and PCs with your voice

Nuance Dragon ID secures phones, tablets and PCs with your voiceDo you wish your phone would wake up when you commanded it to, like Galaxy S III? Well, it's not gonna happen (at least not without some hacking). But, your next phone might just sport the feature, all without having to be saddled with the rest of TouchWiz. Nuance is bringing its powerful voice recognition tech to OEMs and offering them the ability to not only unlock phones with voice controls, but lock them down using biometrics. In that way, it's actually got a leg up on S Voice. Dragon ID isn't a gimmick -- it's a security feature. In fact, if properly integrated, it can recognize multiple voices and open up to custom homescreens for each user. Sadly we have no idea when or where this tech will first show up, but we wouldn't be shocked to see it on both Android and Windows 8 tablets, as well as smartphones and PCs in the near future. For a few more scraps of info, check out the PR after the break.

JERUSALEM (AP) ? When Sandra Tamari arrived at Israel's international airport, she received an unusual request: A security agent pushed a computer screen in front of her, connected to Gmail and told her to "log in."

The agent, suspecting Tamari was involved in pro-Palestinian activism, wanted to inspect her private email account for incriminating evidence. The 42-year-old American of Palestinian descent refused and was swiftly expelled from the country.

Tamari's experience is not unique. In a cyber-age twist on Israel's vaunted history of airport security, the country has begun to force incoming travelers deemed suspicious to open personal email accounts for inspection, visitors say.

Targeting mainly Muslims or Arabs, the practice appears to be aimed at rooting out visitors who have histories of pro-Palestinian activism, and in recent weeks, has led to the expulsion of at least three American women.

It remains unclear how widespread the practice is.

However, asked about Tamari's claims, the Shin Bet security agency confirmed she had been interrogated and said its agents acted in accordance with the law.

Israel has a long history of using ethnic profiling, calling it a necessary evil resulting from its bitter experience with terrorist attacks. Arab travelers and anyone else seen as a risk are often subjected to intense questioning and invasive inspections, including strip searches.

The security procedures appear to be getting stricter: Recent searches of journalists at official events have been invasive enough to create a series of mini-uproars and walkouts ? a situation that has dovetailed with increasing concerns that the government is trying to stifle dissent.

Diana Butto, a former legal adviser to the Palestinian Authority and a fellow at the Harvard Kennedy School of Government, said the policy of email checks, once used sporadically, appears to have become more widespread over the past year.

Butto said she has led three tour groups to the region over the past year, and in each case, at least one member of the group was asked to open their email. She said Muslims, Arabs and Indians were typically targeted, and in most cases, were denied entry.

Butto said agents typically want to see people's itineraries, articles they have written or Facebook status updates.

"The problem is there's no way to honestly say you're coming to visit the West Bank without falling into some type of security trap," she said. "Either you lie and risk being caught in a lie, or you tell the truth ... and it's not clear whether you'll be allowed in."

Tamari, who is from St. Louis, said she arrived in Israel on May 21 to participate in an interfaith conference. She described herself as a Quaker peace activist and acknowledged taking part in campaigns calling for boycotts and divestment from Israel.

Given her activism, Tamari said she expected some security delays. But she was caught off guard by the order to open her email account. She said the agents discovered her address while rifling through her personal papers.

"That's when they turned their (computer) screens around to me and said, 'Log in," she said. When she refused, an interrogator said, "'Well you must be a terrorist. You are hiding something.'"

Tamari said she was searched, placed in a holding cell and flown back to the U.S. the following day. "The idea that somebody my age, a Quaker, on a peace delegation with folks from the U.S., would be denied entry ? that never crossed my mind," she said.

Najwa Doughman, a 25-year-old Palestinian American from New York City, said she underwent a similar experience when she arrived for a one-week vacation on May 26.

A female interrogator ordered Doughman to open her Gmail account, threatening she would be deported if she didn't.

"She typed in gmail.com and she turned the keyboard toward me and said, 'Log in. Log in now,'" Doughman recounted. "I asked, 'Is this legal?' She said, 'Log in.'"

She said the agent searched for keywords like "West Bank" and "Palestine" and made fun of a chat in which Doughman talked of reading graffiti on Israel's West Bank separation barrier.

"After she read a bunch of stuff, humiliating and mocking me, I said, 'I think you've read enough,'" Doughman said, adding that agents jotted down names and emails of her friends as they inspected her chat history.

Doughman's traveling companion, Sasha Al-Sarabi, said agents pulled her aside and checked out her Facebook page.

Both women said they were approached because of their Arab family names, and were repeatedly asked about the nature of their visit, and whether they planned to go to the West Bank and participate in anti-Israel demonstrations.

While acknowledging she belonged to Palestinian activist groups when she was in college, Doughman said she insisted the one-week visit was purely for a vacation.

"The interrogator asked me, 'Do you feel more Arab or more American? ... Surely you must feel more Arab," Doughman said. "I told her I was born in the U.S. and studied there, but she didn't like my answer."

After hours of questioning, both women were told they would not be allowed in. They said they were subjected to strip searches, placed in a detention center and sent back to the U.S. the following day. Doughman said they weren't allowed to call the U.S. Embassy.

American Embassy spokesman Kurt Hoyer said the embassy does not comment on specific cases. But he said the embassy is "usually" contacted whenever an American citizen is not allowed to enter Israel, or any other country.

The embassy typically remains in contact with local authorities throughout the process until a decision on entry is made.

He said the U.S. stresses to all governments "to treat American passport holders as Americans, regardless of their ethnic origin ... At the same time, any sovereign nation has the right to decide who to let in, and not to let in."

Tamari and Doughman's cases were first reported on the left-wing blog Mondoweiss.

Israel has become increasingly strict following a series of run-ins with international activists in recent years, highlighted by a deadly clash two years ago between Israeli naval commandos and a flotilla trying to break Israel's naval blockade of the Gaza Strip. Both sides accused the other of provoking the violence in which nine Turkish activists were killed.

Since then, Israel has prevented international activists from arriving on similar flotillas as well as a pair of "fly-ins" by pro-Palestinian activists. Israeli officials acknowledge they used social media accounts, such as Facebook and Twitter, to identify activists ahead of time and prevent them from boarding flights to Israel.

Emanuel Gross, a law professor at Haifa University, said such a practice would seem to be illegal in Israel.

"In Israel, you need a search warrant to go into somebody's computer," he said. "I'm skeptical that the security guards asked a judge first for a warrant and I'm skeptical that a judge would give it."
