32 people killed as bus rolls in Kenya's east

NAIROBI, Kenya (AP) ? A police official says 32 people have died after the bus they were travelling in rolled in Kenya's eastern region.

Traffic police boss Samuel Kimaru said Wednesday the driver of the bus lost control at Tulimani area about 125 miles east of the capital, Nairobi. Kimaru said the bus was heading to Garissa, in eastern Kenya.

Kimaru said 50 people were hospitalized with injuries from the crash. Some 3,000 people die every year in Kenya as a result of traffic accidents. New laws introduced last year, which increase fines for traffic violations, have resulted in payment of higher bribes to police officers by traffic offenders, according to anti-corruption organizations.

Experts say lack of enforcement of traffic rules by police is a major cause of the road carnage.

Cheating Signs: What To Do If You Suspect Your Spouse Is Cheating

By Teresa Maples for YourTango.com

If you are asking yourself, ?Is he cheating?? you probably sense something is off in your relationship. Too often women doubt themselves in favor of accepting a cheater's lies. But "Is he cheating?" is a brave question to ask. It means you trust your own instincts instead of the lies he's offering.

Facing the reality of your relationship can be difficult. However, it also can help you see your relationship more clearly. The following six steps can help you grow emotionally, whether or not he is actually cheating on you:

1. Identify your feelings. You are the expert on yourself. If you're so busy that you are unaware of your feelings, you are missing out on a precious gift. You are unique and have inherent worth just for being you. You deserve to be cherished and treated respectfully -- physically, emotionally and spiritually.

Start by identifying what you are feeling. Usually, anger is the tip of the iceberg. There are deeper feelings which fuel it. Try to identify those feelings. Journaling is a great tool to help you vent and identify those deeper feelings. Sometimes drawing a picture of the feeling can help you to express the feeling in a way words cannot capture.

2. Talk to your partner about your concerns and feelings. Once you have identified the deeper feelings, talk to your partner about how his behavior affects you. Your anger is justified but your man will not hear anything you say in an angry tone of voice. Speak about your deeper feelings in a tone that he can hear. You will feel better about yourself if you communicate in a respectful way. Do this for yourself, not for him. Think about how you can stand up for yourself, address his behavior and maintain your self-esteem in the process.

3. Watch his reaction and body language. If your man is cheating, he may respond by denying it, blaming you or he may respond angrily. Look for the following behaviors: Is he posturing over you (for power and control) or looking at the floor (out of shame and deceit) or is he humble and sorry for his behavior?

4. Provide physical evidence of the cheating. You may have credit card statements with mysterious charges, photos, sexting dialogue on his phone, hidden email accounts, or apps on his phone to hook up with others for affairs. Show him the evidence. He may deny it until the evidence is actually shown to him.

5. Ask for honesty. After you have confronted him with the evidence of his cheating, ask him to be honest with you. You may want to employ a sex addiction therapist if there is a lot of acting out on his part or a family therapist if is a one-time affair. He may or may not want help with his behavior.

6. Set appropriate physical and emotional boundaries for your personal self-care. Be prepared to set physical and emotional boundaries to keep yourself safe. If he has visited strip clubs or had any sexual interaction with another person, you need to get STD testing for your own knowledge.

Ask him to sleep in a different room or leave your residence. Tell him you need time to think and process the knowledge of his cheating. Most people choose to wait six months to a year before making a big life decision like breaking up. The time will give you a chance to process your feelings and give him time to prove to you he wants to stop the behavior and continue a relationship with you.

There is hope for couples to work things out after being cheated on. It does require excruciating work for both people in therapy. You both chose each other for a reason and that reason is still there. Do you remember what brought you both together? Ask yourself if it is worth the risk, vulnerability and pain to work it out. The worst end result is breaking up but the rewards of trying to work on the relationship can be deeply rewarding and deepen the emotional and sexual intimacy between the two of you.

Despite ?child porn? remark by South Dakota legislator, MMA on its way to regulation there

It turns out comparing MMA to child porn is not the best lobbying technique. After a congressman in South Dakota rallied against a bill to regulate MMA by calling it "the child porn of sports," the bill still passed through the South Dakota House 50-20.

Steve Hickey, the representative who grabbed plenty of headlines by fighting against MMA's regulation in his state, tried to add an amendment to create a commission that would oversee different disciplines of martial arts but not MMA, because that makes a ton of sense. Wait, no, it doesn't. The South Dakotan House saw the lack of sense in that amendment and defeated it.

After the bill makes a quick stop in the Senate to review the amendments that were passed, the bill will head to the desk of South Dakota governor Dennis Daugaard. He has strongly opposed MMA in the past, but the South Dakota Argus Leader says it will still likely become a law:

Daugaard could sign the bill, veto it, or let it become law without his signature. Both houses of the Legislature passed the fight commission bill with margins sufficient to override any veto.

Hickey's remarks about MMA brought back memories of governments across the country banning "no-holds barred" fighting in the late 90s, and Senator John McCain calling MMA "human cockfighting." Since then, regulation and rules have turned MMA into the sport we know today. It's now regulated in 46 states, and in 2007, McCain even praised MMA's progress.

Stretchable batteries are here! Power to the bendy electronics

The next frontier in electronics are the flexible, stretchable kind. Yes, that means a rubber, bouncy smartphone (eventually), but it also means heart monitors threaded into cardiac tissue. For devices like that to work, they require flexible, stretchable batteries. And such batteries are here, according to researchers who just published their work.

Yonggang Huang, an engineer at Northwestern University, created the battery with materials wizard John Rogers at the University of Illinois, who received the $500,000 Lemelson-MIT Prize in 2011 for his work on flexible electronics designed for integration with the human body.

How much give and take does the invention allow? ?We can stretch the device a great deal ? up to about 300 percent ? and still have a working battery,? Huang noted. (Please don't try that with your smartphone's battery.)

?Such stretchable batteries enable true integration with stretchable electronics in a small package,? Huang told NBC News in an email.

The background of the research team means that medical applications will be primarily targeted, but there are other applications for bendy batteries such as wearable solar cells and electric-eye cameras that make studio-quality photographs.

The flexible lithium-ion battery reported today in the journal Nature Communications completes the flexible electronics package with a cordless power source. When the battery runs out of juice after about eight hours, it is recharged wirelessly.

To make the battery, the researchers start with tiny, individual, rigid battery storage components arranged next to each other. The bendy and stretchy characteristics stem from tightly packed, wavy wires that connect these components.

?When we stretch the battery, the wavy interconnects unravels, much like yarn unspooling, while the storage components almost keep undeformed, because of their much larger rigidity than the interconnects? Huang explained.

The breakthrough was demonstrated with a light emitting diode that continues to work when stretched, folded and twisted on a human elbow. It continued to work well through 20 recharge cycles.

Amsterdam plans sober party for Dutch inauguration

AMSTERDAM (AP) ? The Dutch capital is known for boozy stag nights and pot-smoking tourists. But for what could be the nation's party of the decade ? the abdication of Queen Beatrix and accession to the throne of her son Willem-Alexander ? Amsterdam wants to keep things low key.

Mayor Eberhard van der Laan said Wednesday he "wants a party, but at the same time sober" for the April 30 inauguration.

He's not suggesting alcohol-free festivities, but he wants to keep the cost in check as the nation tightens its belt to recover from an economic buffeting caused by the European debt crisis.

Van der Laan is even seeking sponsors to help pick up the estimated ?7 million ($9 million) tab for the royal bash.

And in an attempt to prevent the capital clogging up with visitors keen to get a glimpse of their outgoing queen and new king, Van der Laan had some advice about the best vantage point.

"If you want to get a really good view, maybe the best place is watching on television," he said.

The day in Amsterdam will start with Beatrix signing abdication papers in the royal palace on central Dam Square. The inauguration of Willem-Alexander will then take place next door in the 15th century New Church.

In the early evening, the new King Willem-Alexander and his Argentine-born wife Maxima will take a boat trip around the city's Ij waterway.

The Ij was chosen over a trip around the city's famed 400-year old ring of canals because it is easier to control crowds along the river banks than in the maze of narrow side streets that link the canals.

And there will be no giant firework show to crown the day's festivities ? Van der Laan said it wouldn't be dark enough when the royals finish their boat trip.

For those in the city who don't want to head to the water's edge, the huge public square behind the Rijksmuseum will be turned into an "Orange Square" where revelers can watch events unfold on giant screens.

5 Essentials of Small Business Marketing to Keep You Ahead of the Competition

Small business marketing is not for the faint of heart, but if you?ve been in marketing for longer than two seconds, you know that. Marketing your business is dependent on doing some key factors well and these items can make or break a small business in this dog eat dog world we live in. Competition is fierce and learning how to make the most from your web pages is tricky.

Here are five important actions to keep you ahead of the competition!

  1. Create a Marketing Plan ? Don?t leave anything to chance. Construct a well-thought out, concise plan that maps out every one of your marketing elements along with what you need to do to make it work. Make it as detailed as possible. At the very least fill in the broad strokes. ?But don?t just plan blindly, base it on research. ?How do customers typically find and choose a business like yours? ?No point planning a direct mail campaign if most of your audience prefers to look online
  2. Social Media Marketing ? 91 percent of experiences social marketers generate improved website traffic and 79 percent generate more quality leads according to MediaBistro.com. How do they do this? They don?t waste time with their social media marketing. Map out a plan for social media an stick to it.
  3. Build a Mailing List ? MarketingProfs.com reported emails averages a ROI (return on investment) of $40 for every $1 spent. This far exceeds keyword ads ($17) and banner ads ($2). Don?t be misled into thinking collecting and building an email list is dead. If you don?t build a list, you?re failing to build your business! ?You just cannot afford to leave such a large source of potential profits for your competition. ?Build an email list above all things ? it?s worth gold.
  4. Video Marketing ? Research shows a video is 50 times more likely to appear on the first page of Google than any other text page! This really is too good to pass up. Small businesses can engage in this by video marketing. The video market is still relatively untapped and having a simple video advertising your wares can gain you loads of Google traffic along with authority.
  5. Have a Mobile Presence ? Ensure your site is optimized for mobile, as more than half of all searches now are emanating from some type of mobile device. Microsoft reports that mobile browsing is projected to overtake desktop browsing by 2014. Having your pages mobile optimized can help improve your reach, and also corral impulse buyers.

Don?t Be a Superhero and Do It Alone!

None of us can do it all, particularly when it comes to the constantly changing world of online marketing. Find out what?s working now, learn from the best you can afford, and hire the best outsourcing you can get. It will pay off handsomely in the end!

Seth MacFarlane says "no way" he would host Oscars again

LOS ANGELES (Reuters) - Comedian Seth MacFarlane said on Tuesday that he would not host the star-studded Academy Awards ceremony again, after TV critics panned Sunday's show.

"Family Guy" creator and star MacFarlane was asked on Twitter whether he would host the Oscars a second time after making his debut in Sunday's show, and replied: "No way. Lotta fun to have done it, though."

MacFarlane's response came after TV critics slammed the telecast, in which 40.3 million Americans saw Iran hostage thriller "Argo" take home the top prize for Best Picture.

In a night of risqu? jokes about female nudity and zingers about gays and Jews, MacFarlane, 39, poked fun at himself in an opening sketch with William Shatner and the "Star Trek" star told him he was in danger of being deemed "the worst Oscar host ever."

While some critics lashed out at MacFarlane's hosting, others placed more blame on the overall song-and-dance-heavy show, produced by Craig Zadan and Neil Meron, which ran for 3 1/2 hours.

MacFarlane's appeal among young people did though provide an 11 percent bump in the 18-49 demographic coveted by TV networks and advertisers. And overall viewer ratings were up, making for the largest Oscar audience in three years.

MacFarlane was also a hit on social media, where 13 percent of conversation across Facebook, Twitter and blogs rated him the "best host ever" according to social media research firm Fizziology.

MacFarlane, the creator and voice star of Fox network's animated shows "Family Guy," "American Dad" and "The Cleveland Show," made his directorial debut on the big screen with the R-rated comedy "Ted" last year.

He is currently working on his next project - writing and directing a live action comedy film "A Million Ways to Die in the West," starring Amanda Seyfried and Charlize Theron.

Year after Trayvon Martin's death, ?stand your ground? survives

College student Jajuan Kelley covers his mouth with a Skittles wrapper as he rallies against stand your ground??

One year after 17-year-old Trayvon Martin was shot and killed by an armed neighborhood watchman, setting off a national debate about race and gun laws, the campaign to change state self-defense laws in Martin's name has petered out.

George Zimmerman, the neighborhood watch volunteer facing second-degree murder charges, said he shot Martin in self defense last Feb. 25 after he decided to follow him in the Sanford, Fla., gated community because Martin looked suspicious. Zimmerman called the police and then approached Martin, and they ended up in a physical fight. Zimmerman, saying he feared for his life, then shot Martin. He was not charged with a crime for several weeks, and his defense attorneys argue he's immune from prosecution under Florida's "stand your ground" law.

The incident led immediately to scrutiny of the law, which is on the books of 20 states in various forms. Basically, "stand your ground" says that people can use lethal force against an attacker without first attempting to retreat if they have reason to fear for their lives. Most states already allowed people to defend themselves in this way if they're attacked at home, but "stand your ground" went a step further to cover all public places.

A Tampa Bay Times analysis of 200 "stand your ground" cases in Florida?the law was adopted there in 2005?found that the law has been inconsistently applied, with one man escaping homicide prosecution even though he left an altercation to get his gun from his car, returned, and then shot the attacker.

After the Martin shooting and subsequent uproar, a coalition of civil rights groups and New York City Mayor Michael Bloomberg, the nation's highest-profile gun control advocate, started a campaign, called "Second Chance on Shoot First," to encourage the repeal of these laws. Soon after, Florida Gov. Rick Scott, a Republican, appointed a task force to study the law. Meanwhile, lawmakers in at least five states with "stand your ground" laws introduced legislation to alter or repeal their laws.

But not much has happened since then on the state level. And last Friday, the Florida task force released its final recommendations on the law, concluding that it works and should not be repealed. (The task force did recommend that prosecutors and law enforcement officers should receive increased training on the law to make sure it is applied consistently.)

In addition, none of the bills to repeal or change "stand your ground" in other states passed.

However, the conversation started by Martin's death may have served to stop state and federal legislators from passing more permissive gun laws that were in the works, says Adam Winkler, a constitutional law expert at UCLA. For example, a federal bill to allow people with concealed weapons to take them to other states that allow concealed carry died out after passing in the House.

"Trayvon Martin really stalled the move for more permissive gun laws," Winkler said. "Newtown ended it."

Since the Dec. 14 mass shooting in Newtown, Conn., Bloomberg and other high-profile gun control advocates have moved away from concealed carry and self-defense issues, and instead focused on encouraging specific reforms on the national level. Lawmakers are focusing on closing loopholes that allow some to avoid background checks before purchasing a weapon, banning high-capacity magazines, and banning some semi-automatic weapons.

Allie L. Braswell, the president and CEO of the Central Florida Urban League, which has worked to encourage the repeal of "stand your ground," said he was "disappointed" that the task force did not release stronger recommendations.

"This law gives people more leeway than I had on the battlefield as a United States Marine," Braswell, a veteran of the Gulf War, said. "When I was engaged in Iraq ... we could not fire until fired upon."

He acknowledged that the issue of repealing "stand your ground" has faded into the background.

"I think it's lost some of its support, unfortunately," Braswell said.

A judge will decide whether Zimmerman is immune from prosecution under "stand your ground" at a special hearing April 22.

Holographs help firefighters spot victims through flames

Firefighters may soon be able to see through flames and find people trapped in burning buildings, according to details of a new holographic imaging technique described Tuesday.

Some fire departments already use infrared cameras to see through smoke, but these cameras use zoom lenses to collect and focus light. The intense infrared radiation emitted by flames can overwhelm the camera sensors and limit their use, the researchers explain.

The new technique developed by Pietro Ferraro at the National Institute of Optics in Italy and his colleagues makes use of a lens-free digital holography technology in the infrared range.

Holography is a means of producing 3-D images of an object using two beams of light: an object beam and a reference beam. The object beam is shone onto the object being imaged. The reflected light is combined with the reference beam to create a pattern that encodes a 3-D image.

In the new technique described in the journal Optics Express, a beam of infrared laser light is widely dispersed throughout a smoke-and-flame-filled room. A holographic imager records the reflected light and decodes it to reveal what lies behind the inferno.

"The result is a live, 3-D movie of the room and its contents," the Optical Society, which publishes the journal, notes in a news release. "The next step to moving this technology to the field is to develop a portable tripod-based system that houses both the laser source and the IR camera."

Third Party Center develops much-needed information package ...

Insurance, Vision Therapy, and Neuro-Optometric Rehabilitation, a new information package from the AOA Third Party Center, offers long-sought guidance on proper coding and billing for vision rehabilitative services, according to authors Harvey Richman, O.D., Jason Clopton, O.D., and Richard Soden, O.D.

?Vision therapy (VT) and neuro-rehabilitation today are often used to treat specific diagnosed ocular, visual and visual perceptual conditions. In some cases, vision therapy is the only available and effective treatment option for those conditions,? said Dr. Richman.

Increasingly, treatment may be covered under major medical or vision insurance plans.

However, many practitioners continue to have questions about the proper way to code VT and neuro-rehabilitation on insurance claims, Dr. Richman notes.

?Inability to properly report these services on claims could mean needless claim rejections and, ultimately, that patients do not receive the care they need,? Dr. Richman said.

The comprehensive new 58-page AOA vision therapy coding package provides an overview of the health care coding system and basic advice on the selection of billing codes, with detailed information on the selection of:

  • Examination procedure codes
  • Special testing codes
  • Follow-up examination procedure codes, and
  • Therapy codes.

Extensive information is provided on the documentation necessary to meet coding requirements, and, in particular, the documenting of sensorimotor exams in patient medical records.

A special section focuses on the types of health care providers who are authorized to submit 97000 therapeutic service codes.

The package also provides sample forms and letters to insurance carriers for preauthorization requests, responses to requests for additional information, and responses to denied claims.

Dr. Richman and his coauthors encourage practitioners to appropriately code services for all vision therapy and neuro-rehabilitation patients, even when insurance reimbursement will not sought, as mean of ensuring consistency in patient records and encouraging mastery of coding procedures.

AOA members can access the ?Insurance, Vision Therapy, and Neuro-Optometric Rehabilitation? information online at http://newsfromaoa.files.wordpress.com/2013/02/insurance-vision-therapy-and-neuro-optometric-rehabilitationaoa-approved-1-31-2013-branded_v2.pdf.

Barnes & Noble Founder Looking To Buy Retail Business Back ...

(bclinesmith)

(bclinesmith)

Just as Best Buy founder Richard Schulze nears the deadline to present his bid to buy the company back from shareholders comes news that the chairman of Barnes & Noble has similar plans for the company he started 40 years ago.

Multiple news outlets are reporting that B&N founder Leonard Riggio has told the bookstore?s board that he wants to take back the retail side of the company ? both bricks-and-mortar stores and the company?s online outlets ? but not the Nook Media division that has struggled to keep pace with Amazon and Apple.

Like Schulze?s relationship with Best Buy, Riggio already owns a large stake (around 30%) of the company, making him the largest stakeholder in the business.

DealBook reports that the company has already created special board committee of three directors to review Riggio?s proposal.

Riggio?s proposal was revealed earlier today in a regulatory filing by the bookstore chain.

While the company?s Nook business, which recently benefited from investments by Microsoft and the Penguin Group, has been unable to catch up to Amazon?s Kindle e-reader or Apple?s iPad tablet, the bricks-and-mortar stores have continued to make a profit.

The company recently confirmed its long-term goals of closing around one-third of its retail locations over the next 10 years, though B&N claims that fewer than 20 of its stores are failing to make a profit.

Meanwhile, recent reports seem to indicate that the thinning of B&N and the closing of chains like Borders are resulting in a resurgence of independent bookstores.

ABC?s Handling Of Oscars? Online & Mobile Streaming May Set Precedent For Future ?Event TV? Airings

Image (1) oscars2011.jpg for post 196230If you listened to the online chatter about last night's Oscars telecast, you might come away with the impression that the show tanked. Well, maybe it hit a lot of sour notes in terms of its questionably comedic, and in some cases downright offensive, bits, but in terms of advertising, it has nothing to be ashamed of. ABC sold out its ad inventory at $1.7 million-$1.8 million for a 30-second spot - the highest prices in the last five years. The network is also maximizing the ad spend associated with the Oscars, too, by putting the show online immediately after it aired.

Putting malaria on the SHELPH

Monday, February 25, 2013

Experts have disabled a unique member of the signalling proteins which are essential for the development of the malaria parasite. They have produced a mutant lacking the ancient bacterial Shewanella-like protein phosphatase known as SHLP1 (pronounced shelph). This mutant is unable to complete its complex life cycle and is arrested in its development in the mosquito. The discovery could help in the design of new drugs to arrest the spread of this killer disease.

SHLP1is critical to the cellular development of the malaria parasite. It can be found at every stage in the lifecycle of the malaria parasite and for the first time experts led by The University of Nottingham have analysed their biological function.

Dr Rita Tewari and her team in the Centre for Genetics and Genomics in the School of Biology have spent three years studying the phosphatase proteins that are important building blocks in the life cycle of the malaria parasite. The findings of their latest study are published today, 21 February 2013, in the academic journal Cell Reports.

Dr Tewari said: "SHLP1 is absent in humans and can be explored as an excellent target for malaria transmission control. Prevention of malaria transmission to and from the mosquito is vital in order to stop the devastating spread of malaria. Targeting SHLP1 could be an important step to achieve this goal."

Although great strides have been made in reducing the number of deaths from malaria, half the world's population remains at risk from the disease. In 2010 90 per cent of all malaria deaths occurred in Africa ? mostly among children under the age of five.

Dr Tewari's latest research has focused on the ancient bacterial Shewanella-like protein phosphatase (SHLP1) which is found only in bacteria, fungi, protists (organisms which paved the way for the evolution of early plants, animals and fungi) and plants.

The researchers, funded by the MRC and the Wellcome Trust, have discovered how SHLP1 controls development of the parasite at an essential stage of its life cycle. The parasite must move between human and mosquito in its quest to spread the disease. It does this every time the mosquito bites. Removing this enzyme causes defects in structures vital for invading the mosquito gut ? effectively stopping the mosquito from passing the disease on to another victim.

A survey of tanning salon operators in Missouri shows that 65 percent would allow children as young as 10 to 12 years old to use tanning beds. That's despite evidence that any tanning bed use increases the risk of all skin cancers, including melanoma, the deadliest form of skin cancer, later in life.

The survey, part of a study led by dermatologists at Washington University School of Medicine in St. Louis, also found that many tanning salon employees across the state said indoor tanning had no associated risks or would prevent future sunburns both false claims, according to the study's authors.

Missouri is one of 17 states that has no minimum age restrictions on tanning bed use and does not require parental consent.

"This should serve as a wake-up call for parents in Missouri and other states that don't regulate tanning beds," says study co-author Lynn Cornelius, MD, chief of the Division of Dermatology and the Winfred A. and Emma R. Showman Professor in Dermatology at Washington University. "With the absence of logical age restrictions, we are failing to protect our children, who are at an increased risk of developing skin cancer when exposed to the high-intensity levels of ultraviolet light that can be received in a tanning bed."

The findings appear online Feb. 25 in Pediatrics.

Exposure to ultraviolet light from tanning beds makes users 75 percent more likely to develop melanoma than nonusers, and some studies have reported an increased risk of up to three times, Cornelius says. They're also up to 2.5 times more likely to develop more common nonmelanoma skin cancers, such as basal cell and squamous cell cancers.

Of the states that regulate tanning bed use, some ban minors until they reach a certain age; others require parental permission. Last year California became the first state to prohibit the use of indoor tanning beds by anyone younger than 18.

Cornelius says she and her colleagues at the Siteman Cancer Center at Barnes-Jewish Hospital and Washington University School of Medicine routinely see young, typically female, melanoma patients who report previous tanning bed use.

"Indoor tanning may seem innocuous at first," she says. "Due to what is called 'tumor lag time,' or the time between an exposure to a carcinogen such as ultraviolet and the development of a cancer, it may take a decade or longer for someone who has been exposed to artificial ultraviolet radiation from tanning beds to develop a skin cancer."

For the study, the researchers identified 831 indoor tanning facilities across Missouri and randomly selected and called 375 of them, posing as prospective clients. For consistency, the researchers made attempts to survey each salon twice.

Of the facilities called, 243 salons completed two interviews and were included in the analysis. Operators of 65 percent of the participating facilities said they would allow children as young as 10 or 12 to use indoor-tanning devices. Employees at 43 percent claimed there were no risks associated with indoor tanning, and 80 percent of facility operators said indoor tanning would prevent future sunburns. Both claims are false, the study notes.

The World Health Organization has stated that people younger than 18 should not use tanning beds, a recommendation based on several scientific studies. The International Agency for Research on Cancer has deemed ultraviolet rays from the sun and artificial tanning devices as carcinogenic to humans, equivalent to tobacco.

"Minimizing exposure to ultraviolet rays, no matter the source, lowers one's risk of skin cancer," says Graham Colditz, MD, PhD, a cancer prevention expert at Washington University and the Siteman Cancer Center who wasn't involved in the study. "The problem with indoor tanning is that users start very young and, unlike the sun, tanning beds are a completely avoidable cancer risk."

He recommends that people of all ages avoid ultraviolet rays from tanning beds and protect themselves as much as possible while in direct sunlight. Hats, long-sleeve shirts and the use of a broad-spectrum sunscreen with an SPF of 30 or higher are helpful, he says. And instead of tanning booths, Colditz recommends sunless tanning lotions, which have not been proven unsafe and pose no risk of inhalation, as might spray tans.

Here are other precautions for lowering cancer and other disease risks.

Fidel Castro makes rare appearance in parliament

HAVANA (Reuters) - Retired Cuban leader Fidel Castro made a rare public appearance Sunday by joining the opening session of the National Assembly, state media reported amid speculation the gathering could give clues on planning for a future leadership succession.

Since falling ill in 2006 and ceding the presidency to his brother, Fidel Castro has given up all official positions except as a deputy in the National Assembly. At Sunday's session, he took his seat beside brother President Raul Castro, only the second time he has graced the assembly chambers since his illness and the first since 2010.

Fidel Castro's surprise appearance added to expectations, fueled by his brother, that the usually routine session might shed light on future leadership of the communist-run nation.

In a back and forth with reporters on Friday, Raul Castro joked about his eventual retirement and urged them to pay attention to Sunday's conclave, which is closed to foreign journalists.

"I'm going to turn 82; I have a right to retire already," he said. "You don't believe me? Why are you so incredulous?" he said.

The 612 deputies, who were elected in an uncontested vote February 3, are expected to name a new 31-member Council of State with Raul Castro as president, despite his quip.

The National Assembly meets for just a few weeks each year and delegates its legislative powers between sessions to the Council of State, which also functions as the nation's executive through the Council of Ministers it appoints.

Governments, Cuba watchers and Cubans will be watching to see if there are any new, and younger, faces among the Council of State members, in particular its first vice president and five vice presidents, with an average age over 70.

The new government is almost certain to be the last headed up by the Castro brothers and the generation that has ruled Cuba since they swept down from the mountains in the 1959 revolution that led to a long-running feud with Washington.

Raul Castro, 81, would begin his second term on Sunday, theoretically leaving him free to retire in 2018, aged 86.

Eighty percent of the parliament's 612 members, with an average age under 50, were born after the Revolution.

EFFORT TO PROMOTE YOUNGER GENERATION

Raul Castro, who officially replaced his ailing brother as president in 2008, has repeatedly called for senior leaders to hold office for no more than two, five-year terms.

"Although we kept on trying to promote young people to senior positions, life proved that we did not always make the best choice," Castro said at a Party Congress in 2011.

"Today, we are faced with the consequences of not having a reserve of well-trained replacements....It's really embarrassing that we have not solved this problem in more than half a century," he said.

The 2011 party summit adopted a more than 300-point plan to "update" Cuba's Soviet-style economic system, designed to transform it from one based on collective production and consumption to one where individual effort and reward play a far more important role.

Across-the-board subsidies are being replaced by the country's first comprehensive tax code and targeted welfare.

Fidel Castro, these days referred to as the "historic leader of the revolution," is no longer seen as wielding real power, but he has maintained a public presence through his writings, meetings with important visitors and rare appearances.

Esteban Lazo, member of the political bureau of the Community Party and vice president of the Council of State, 68, was named parliament president Sunday to replace a retiring Ricardo Alarcon, who served for 20 years.

Shenzhen, China, February 25, 2013]: Huawei, a leading global information and communications technology (ICT) solutions provider, will launch innovative mobile ICT solutions, products, and services at Mobile World Congress (MWC) 2013 in Barcelona. With ?Make It Possible? as its theme at MWC, Huawei will demonstrate its ability to provide ubiquitous mobile broadband in the new mobile era, as well as showcase its confidence to help customers achieve business success.

Huawei?s Theme at MWC 2013: Make It Possible

With the advent of a new digital revolution, intelligent infrastructure will drive ICT technological advancement and user experiences characterized by high bandwidth and zero wait time will be in demand at all times. As ICT convergence continues and information technology advances quickly, mobile communications will become one of the key drivers for economic growth, introducing the infinite possibilities of a connected lifestyle.

?At this year?s MWC, Huawei will further define the increasingly connected world, illuminating the fact that the experiences and possibilities of a connected lifestyle are infinite,? said Ryan Ding, senior vice president of Huawei. ?As a leading global ICT solutions provider, Huawei will remain committed to meeting customer needs, focus on the pipe business, and provide operators with pipes that have a diameter as wide as the Pacific Ocean.?

As part of its drive to pursue higher-level communication and cooperation with customers, Huawei offers end-to-end solutions, including strategic and business consulting, network planning, network operation, network technologies and products, among others. Ryan Ding said: ?Our discussions with customers not only touch on the present, but also the future. Our goal is to help customers achieve business success. To that end, Huawei will continue to build business models that encourage win-win results, create a sound industry ecosystem, share greater business value with customers, and propel the industry forward.?

Huawei?s Solutions, Products, and Services at MWC 2013

In order to embrace the new era of big data, big traffic, and big wisdom together with customers, Huawei focuses on providing high-traffic pipe systems capable of carrying big data, and keeps the pipe in mind when deciding on product and solution portfolios. The pipe is part of Huawei?s strategy to meet the challenge of future data floods, and represents Huawei?s major growth source. At MWC 2013, Huawei will showcase the following solutions, flagship products, and services:

SoftCOM: Huawei?s ICT network architecture that is built on cloud computing and software-defined networking (SDN). As a core part of Huawei?s pipe strategy, SoftCOM features such core concepts as network-level cloudization, equipment-level cloudization, telecom IT cloudization, and Internet-oriented operation. By capitalizing on cloud computing revolutions and Internet-oriented operation models, the SoftCOM network architecture delivers two major benefits. First, the architecture helps tap into more revenue sources by expanding IT services beyond networks, enabling traffic operations, and creating an open ecosystem. Second, the architecture can slash costs by structurally improving network utilization and operating efficiency.

SoftMobile: Huawei?s SoftMobile redefines the design architecture for mobile broadband (MBB) network equipment and supports software-defined modular pipes of large diameter. SoftMobile can resolve equipment problems related to multi-mode and multi-frequency networking. Therefore, SoftMobile is essential to building an MBB network with a diameter as wide as the Pacific Ocean. On-demand customization and collaboration are additional benefits. On the foundation of SoftMobile, the mobile industry will develop further and transition into a new mobile age with infinite connected possibilities.

In addition to leveraging the advantages of Huawei?s SingleRAN offerings, SoftMobile makes full use of cloud computing technologies. Additionally, SoftMobile incorporates the core concepts of ?unified scheduling and virtualization of resource pools? and ?on-demand service? into MBB network architectures, network topology architectures, and business architectures. In this way, SoftMobile can transform MBB networks into open software-defined networks. The SoftMobile-enabled transformations will help operators build profitable MBB pipes with enhanced elasticity, intelligence, scalability, and automation capabilities that address the ICT convergence.

At MWC 2013, Huawei will demonstrate its latest SoftMobile-related solutions and products, including SingleRAN Advanced, LTE, Voice over LTE (VoLTE), UMTS/HSPA, Multi-service Engine (MSE), and SingleOSS, all of which support software-defined products and service collaboration, while delivering larger capacity and better user experience. Therefore, these solutions and products can help operators increase profits from networks and optimize user experience.

The following flagship products will be showcased in Huawei?s booths.

  • Baseband Unit (BBU): Huawei is the first to launch a four-mode BBU (GSM/UMTS/LTE FDD/LTE TDD) that enables flexible software-defined configuration.
  • Brand new Blade Remote Radio Unit (RRU): Huawei?s Blade RRU supports different modes, frequency bands, and channels. Owing to its standard and compact designs found nowhere else in the industry, the Blade RRUs can be deployed easily. Many leading operators in Europe, Asia, China, and other countries and regions have successfully used the Blade RRUs for commercial purposes.
  • High-performance AAU: Thanks to its modular design, the AAU boasts an integration level two times higher than the industry average, thus facilitating installation and maintenance. The AAU is being tested by Vodafone UK, Deutsche Telekom, and other leading operators, and its ability to enhance performance by 50% is highly recognized by the operators. At this MWC, Huawei will demonstrate AAU beamforming together with Vodafone UK.
  • AtomCell solution: This solution has been put into successful commercial use in more than 50 countries. With its compact size, the innovative LampSite solution allows power supply through Power over Ethernet (POE) and supports multiple frequency bands and modes to offer Wi-Fi coverage in subway stations, shopping malls, office buildings, and other indoor scenarios. It has been commercialized by Softbank.
